Chan Q. Kieu, M.D – Chairman
Dr Kieu, a founder of FVAB, is an anesthesiologist with Fountain Valley
Hospital since 1980, serving as Vice Chairman of the Department of Anesthesia
since 2003. He was the Chief Medical Officer of the First Battalion of the
Airborne Division of the South Vietnam Army, the Staff Anesthesiologist for the
Airborne Division of the South Vietnamese ARMY. . He is a co-founder and
surgical team leader of Project Vietnam, American Academy of Pediatrics Chapter
4 that has led medico surgical teams to Vietnam twice a year since 1996.
Dr. Kieu is also an archaeologist conducting research in ancient Vietnamese
history. He has organized four exhibits on Ancient Vietnam Bronze &
Ceramics: Bowers Museum in 1998, Orange Coast College & Saddle College and
El Camino College. He was also featured in the Antiques Magazine as among the
100 top U.S. collectors in January 2002. Dr. Kieu earned degrees in Science and
Medicine from Saigon University, respectively.

Mr. Benjamin P. Palma-Gil – Chief
Executive Officer, Director
Mr. Benjamin P Palma-Gil has over 35 years of banking experience. Prior to
joining the FVAB as Chief Executive Officer on August 6, 2007, from 2003 to
2006 he served as President, CEO and a Director of the Board, Western State
Bank, Duarte, California. From 1998 to 2002, he served as The Chairman and
Director of First Philippine Fund, Inc., New York. From 1998 to 2000, Mr.
Palma-Gil also served as the President of PNB, Manila. From 1994 to 1998, he
served as the Chairman of the Board of Philippine National Bank-Republic Bank,
Manila, Philippines. From 1988 to 1993, Mr. Palma-Gil served as the President
and Chief Executive Officer of Century Bank, Los Angeles, California.

Hieu T. Nguyen, PhD
Dr Nguyen, FVAB founder, has 26 years of banking experience. Prior to joining
the bank, Dr. Nguyen serves as Vice President of Israel Discount Bank of New
York in Beverly Hill. . He serves as Deputy General Manager of Deutsche Bank in
Southeast Asia... He served as Senior Manager of Bank Niaga in Los Angeles,
California. Dr. Nguyen also served as Vice President of Standard Chartered Bank
in Los Angeles Office... He also served as Credit and Marketing Manager of Bank
of Credit and Commerce International in Los Angeles, California. He started his
banking career in 1980 in New York with Commerzbank as a management trainee. He
move to California to work for Crocker National Bank as a senior credit analyst
and has been involved in California banking since.
Recently, on behalf of the bank, Dr. Nguyen has worked with the FDIC and local
community leaders and organizations to release the Vietnamese language version
of Money Smart, the FDIC's financial education curriculum. The program
commenced in June in association with the Vietnamese Community of Orange
County.
Dr. Nguyen received a master's degree in Business Administration from the
University of Munich, Germany, honored with Magna Cum Laude, and a doctoral
degree in Business Administration also from the University of Munich, German,
honored with Magna Cum Laude. He is currently an Adjunct Professor in Finance
and Banking at the University of the West in Rosemead, California, and served
as a member of its Endowment/Investment Advisor Committee.

Loan (Lynn) T. Nguyen - Director
Mrs Nguyen is the principal owner and President of Suncoast Mortgage, a
residential mortgage company located in Westminster, California. Ms. Nguyen is
a licensed real estate broker in California with over 17 years of real estate
experience. Prior to starting her own mortgage company, Ms. Nguyen worked for
other Orange County based mortgage companies including America Mortgage,
Southland Mortgage, and Ocean view Mortgage and Westbrook Mortgage. Ms. Nguyen
earned a degree from Girald’s Beauty College in Santa Ana.

David L. Scott - Director
Mr. David Scott, a career regulator, took early retirement in June 2004, Mr.
Scott has used his 32 years of experience in bank regulation and supervision to
assist First Vietnamese American Bank to achieve its goals of financial success
and service to the community He served as the Chief Examiner of California
Department of Financial Institutions from 1996 until 2004. And was responsible
for both licensing and supervision of all California licensed Banks, Savings
and Loans, payment instrument companies, and transmitters of money aboard. He
was also the Chairman for the Department’s Problem Licensee Committee. From
1983 to 1996, he served as the Deputy Superintendent of Banks, Southern
California Region. He had directly supervised approximately 70 field examiners
and 5 supervising examiners. Mr. Scott started his Bank Examiner career in
1972. He was responsible for conducting regular examinations of both large and
small banks, EDP and Trust throughout California. He received his Bachelor in
Accounting from California State University, Northridge.
